A numbered blank is accountable, and every one is accounted for
Controlled Stock
A book of blanks is received with its range, series, branch and supplier, and every number in it exists as its own record from that moment. Numbers are drawn oldest book first for the right scheme, and with no stock left the draw refuses rather than inventing a number. A misprint writes the number off with a reason and a person and draws a fresh blank; nothing is reused. Spoiled, returned, void and issued blanks add back to the range on the reconciliation the association asks for, and a book running low posts a warning and schedules an activity for the person responsible.

Every number is a record

Number, the blank's own printed serial, series, branch and fate — unused, issued, spoiled, returned or void — with the certificate and policy it went to.
Spoiled, and why

Printer fault, misprint or torn while separating, when it happened and the note written at the time. A spoiled blank is a line in the reconciliation, not a gap in the sequence.
A book of blanks

The scheme, series and number range, who supplied it and when, the blank's own printed serial and the reconciliation counts.
