Roles and access

The desk is one dropdown on the standard user form under the Insurance heading. The clerk issues from the stock; the custodian keeps the stock register and the authorities.

Certificates	Certificate Clerk › Stock Custodian	The clerk issues, prints, records authority numbers and voids certificates, drawing numbers from the books. The custodian also receives books of blanks, spoils and returns them, and configures the authorities and the cancellation vocabulary.

Rules the system enforces for every role

• A draw with no allocated stock left is refused — a number is never invented.
• An overlay will not print onto a numbered blank until the authority's number is recorded, or while its layout coordinates are unmeasured and unaccepted.
• A certificate under a controlled regime cannot be voided without a coded cancellation reason.
• Only a system administrator can read an authority's API key, username, password and client id.
