Four Regimes, One Model
A market either needs no certificate, lets the insurer print its own, hands out books of pre-numbered controlled blanks, or runs a central database that owns the number. The country pack says which, and the certificate follows it. Where the regulator owns the number, the certificate carries a NOT THE STATUTORY CERTIFICATE watermark until the authority's number is recorded, and an overlay onto a numbered blank refuses to print at all. Voiding in any controlled regime needs a coded reason, because the code is what travels to the authority.

Confirmed by the authority

The policy, holder, vehicle and period, the DMVIC scheme and its regime, and the authority number with the date it was submitted and confirmed.
Cover bound, number pending

The authority has not given a number yet. Until it is recorded the printed document carries a watermark saying it is not the statutory certificate, and the screen says where to get the number.
A Yellow Card on its blank

Only the variable fields go onto the bureau's pre-printed blank. The layout's coordinates have never been measured, so the screen says to print the alignment test page first.

Ninety memberships across seven schemes — the Green Card, COMESA, ECOWAS and national ones — with whether each country may issue and may accept, and how firmly that is sourced.
