Reporting

  • Today, yesterday, this week — on every list — Certificates, the controlled stock and the authority sync log all filter by today, yesterday, this week, last week, this month, last month, this year and last year, so a day's issues or a month's rejections are one click.

Regime

  • Four regimes — No certificate, an uncontrolled document, pre-numbered controlled stock, or a central regulator database.
  • Watermarked until statutory — A certificate the authority has not numbered prints as not the statutory certificate.
  • Specimens stay unnumbered — A document with no certificate record behind it prints bannered as a specimen, never with a made-up number.

Stock

  • Books of blanks — Range, series, padding, branch, supplier, delivery reference and the blank's own printed serial.
  • Every number a record — Unused, issued, spoiled, returned, void, lost or stolen, unique within its book.
  • Right book, oldest first — Draws from the scheme's own books, so a regional card never consumes a national number.
  • Misprints written off — A ruined blank is written off with a reason and a fresh one drawn; nothing is reused.
  • Low-stock warning — At the threshold a book posts a warning and schedules an activity for its custodian; a daily job is the safety net.

Authority

  • Connector or manual capture — Per authority, with environment, connection state and retry ceiling.
  • Secrets for administrators — API key, username, password and client id readable by a system administrator only.
  • A submission log — Every operation with its outcome and error code, and secrets redacted from the payload.
  • A worklist, not a retry loop — A certificate for an authority with no machine interface waits on Awaiting Authority Number.

Cancel

  • Coded reasons — The authority's own codes, which need a written note, and the evidence behind each; Kenya's vocabulary ships.

Print

  • Overlay onto pre-printed blanks — Only the variable fields, at coordinates measured off the form, with an alignment test page on plain paper.
  • Unmeasured means refused — An estimated layout does not print onto a numbered blank until somebody measures it or records acceptance.
  • Money it can stand behind — An overlay refuses to print a figure the policy version does not support.

Schemes

  • Green Card, COMESA, ECOWAS — Scheme membership by country with may-issue and may-accept, and the security features of each blank.

Public

  • QR verification — A random token, a narrow projection, and one answer for a bad code and a removed one.
