Roles and access
The desk is one dropdown on the standard user form under the Insurance heading. The officer places the programme; the manager commits the company to it.

Rules the system enforces for every role
- Only a reinsurance manager puts a treaty in force, expires, cancels or reopens it, or issues and settles a bordereau.
- An excess of loss treaty cannot go in force without a layer, and a panel out of draft must sign for exactly 100%.
- A treaty that already carries cessions cannot be cancelled — it is expired, and keeps answering for its period.
- A bordereau that is empty or does not tie to its cessions is not issued, and an issued one cannot be edited.
