The Assur Attestation
The domestic motor document is the ASSUR attestation: a form owned by the Association des Assureurs du Burundi, pre-numbered with a seven-digit serial, valid for six months, with the insurer's name written into a blank field. The pack binds the COMESA Yellow Card beside it, issued by the national bureau on its own blank, and ships the overlay for the ASSUR form — twelve boxes transcribed from the original, in millimetres. Nobody has held a blank against a ruler yet, so the layout ships unconfirmed and printing onto numbered stock is refused until the company records that it accepts the coordinates, after printing the alignment test page on plain paper.
